In
the town, someone stirred up by Napoleonic agents, conspired against the oligarchic government.
Even though the French army was surrounding the town, in the lowest ranks there was still the wish to fight; unfortunately the nobles were terrorized by the idea that Napoleon could confiscate all their goods, which were in the areas already occupied by the French.
The point is that Napoleon enjoined to the Venetian government to broke up, with the order to consign all the functions to a democratic town council "protected" by the French army.
